SUBMISSION TO THE ROULEAU INQUIRY ON THE USE OF THE EMERGENCIES ACT

This is my submission to the Commission of Inquiry into the Canadian Government's use of the Emergencies Act against the Freedom Convoy protests in the winter of 2022. I set out what I think are the five questions M. Rouleau needs to answer to assess whether invocation of the Act was an abuse of power, and why the evidence shows that they did, indeed, abuse their power.

Canadians have just witnessed a remarkable few weeks, from a nearly-unprecedented popular uprising against a government policy to an equally-unprecedented use of martial law to squelch the protest and punish the participants.
